New rules are coming to retail trade, which closely concerns citizens. A series of changes will be made in the sales principles along with the distance and population criteria to shopping centers (shopping malls) and chain markets.
According to the draft regulation of the Ministry of Commerce, except for electronic sales and stores larger than 1500 square meters, tobacco products, furniture, mobile phones, electronic goods and white goods cannot be sold in chain food markets. In order to protect small tradesmen, chain food markets cannot be opened before 11.00 on Sundays.
According to the draft law proposal prepared by the Ministry of Commerce, a series of regulations will be made in order to conduct retail trade according to the conditions of competition, protect the consumer and grow the retail businesses in a balanced manner.
Ban is coming
According to the draft, it was noted that chain stores will be banned from selling some products in order to reduce the negative effects of chain stores on traditional retail businesses and to provide protection to retailers.
According to this, except for electronic sales and stores larger than 1500 square meters, tobacco products, furniture, mobile phones, electronic goods and white goods cannot be sold in chain food markets. Current prohibitions and regulations will continue to be valid in the electronic sales of the markets.
The complained product will not be removed from the list
1 percent of the shelves of fast moving consumer goods stores and chain markets will be reserved for the sale of geographically marked products. In addition to geographically marked products, these areas will include local products in the city where the market is located.
Markets will not be able to reflect the losses caused by promotional products to the producer. No money will be requested from the manufacturer or supplier due to services such as advertisement, announcement, placement of products, but a fee may be charged if a bilateral contract is made.
After the agricultural and food products are delivered to the market in a safe way, in case the product is broken, the producer will not be asked for damages. No cost will be reflected to the producer in the examination of food products due to customer complaints.
The price of vegetables and fruits and perishable products within 30 days will be paid to the producer within 30 days. Markets will not be able to resort to "retaliation" actions such as removing products from the list, reducing the amount ordered and stopping the promotion due to complaints to public institutions or judicial authorities.

According to the draft, in order to meet the demands of small retailers such as grocery stores and to protect this segment, chain food markets will not be opened before 11.00 on Sundays.
