Work for new support from the Ministry of Trade
Minister of Trade Ruhsar Pekcan, saying that they have started a new work for tradesmen, "We will make an announcement soon.
We are aware that the tradesmen are victims. We contacted global companies other than public resources. What kind of support can we give within the scope of their social responsibility projects, we are working on them ”.
Minister Pekcan participated in the budget negotiations of the Ministry of Commerce and affiliated organizations at the TBMM Plan and Budget Committee and answered the questions of the deputies. Saying that "There is a determination that can be expressed as a public loss" expressions are used regarding the Court of Accounts reports, Pekcan emphasizes that in the basis of the audit opinion section of the financial report table of our Ministry, 11 findings contain correct information in all important aspects except for the account areas. Five of these findings have been fulfilled, three of which are working with other ministries, and we do not fully agree with three of them. However, in the report of the Court of Accounts, the findings regarding the works and transactions regarding export support were included and it was stated that the problems in implementation should be eliminated. Four of the 18 findings in 2018 were completed, one came out of the findings, three were resolved this year. In 2019, 16 of the 41 findings in the Court of Accounts report have been completed, and our work continues, six of which are with other ministries for 13 findings, ”he said.
Upon the question about the failure to monitor the Support Price Stability Fund (DFIF) expenses account transactions from the ministry's financial statements, Pekcan stated that they are working on legislation. Regarding the statements that the customs gate transactions made with the build-operate-transfer model are incorrect, Minister Pekcan said, “TOBB Gümrük ve Turizm İşletmeleri A.Ş. and UMAD Gümrük ve Turizm İşletmeleri A.Ş. The build-operate-transfer contracts signed by the Bank are within the scope of Law No. 3996 on Making Certain Investments and Services Under the Build-Operate-Transfer Model. As per Article 5 of this law, contracts are subject to private law provisions, and are not covered by the provisions of the Public Financial Management and Control Law No. 5018 and the Public Procurement Law No. 4734. In addition, it is not against the law that the ministry's revenues are kept in the bank on behalf of the ministry by TOBB, which is a professional organization in the nature of a public institution. We are also following the issue of evaluating the revenues according to the highest legal interest rate ”.
Upon the question about the Turquality Support Program, the branding support offered by the Ministry to exporting companies, Pekcan reminded that there are 7 management consultancy companies for the goods sector and 6 for the service sector within the scope of the Turqaulity program. Minister Pekcan said, “The beneficiaries decide on their own which consultant firm to work with, based on their resource plans, needs and budgets. In this respect, there is no obstacle in the formation of competitive prices ”.
Regarding discounted loans and grants to tradesmen, Pekcan said, “In this direction, we use loans through Halkbank through TESKOP over the budget and legislation of our ministry.
